It's a fine line.
I've found out that asking like: " Once your contract ends, contact me, and I can possibly help you out with your situation you posted on the forum in roster recruitment."
Nowhere does it actually say any key words that people look for to disband a fed, and you really aren't promoting the our fed in anyway since you are simply saying that we can talk later.
But to answer the question of wrestler to wrestler, yes it's illegal for contract wrestlers to contact other contracted wrestlers in hopes of signing another contracted wrestler to their fed. Now it is a rule, and i'm not an idiot that people do it, but it's like driving 5 mph over the speed limit, you can get away with it 95% of the time, but there is that 5% that can still happen.
Basically the tree runs down like this: When Sent signs us up, he is basically taking responsibility for us. So if one of us f's up, it basically trickles back to him. So if one of us as 'wrestlers' get caught, Sent pays the price.
It's unfair to the fullest, but it's the rule established a long time ago to prevent GM's from making alt's and going around the rule of only GM's & VGM's are held accountable.
