Worthy, this doesn't make a lot of sense to me. I've been sitting at level 27 for what it seems like is months and never been challenged.

I think Justin is a great Example.... Level 27 for well over 6 months now and Most level 27 Wrestlers struggle to get anywhere near beating him....
